Natasha Jenkins
Two decades operating at the intersection of federal procurement, operational risk, and the contractors trying to navigate both, including direct contributions to the regulations and oversight policies that shape USDA Rural Development today.
An operator’s path through federal procurement.
Natasha’s career has been a deliberate construction of cross-functional federal contracting expertise. She moved across multiple agencies and functional disciplines to build a panoramic view of how government program dollars flow, where they leak, and what makes contractors succeed or fail under their weight.
She began her career at the Department of Veterans Affairs in data analytics, learning to read large-scale operational data for the patterns that procurement and operations leaders frequently miss. That analytical foundation would later become the structural basis for how The Clarity Framework™ surfaces Cash Flow and Compliance signals.
From the VA she moved to the Defense Contract Management Agency (DCMA), where she gained federal contract management experience inside the Department of Defense ecosystem. That work built her understanding of how agencies oversee complex contractor performance under conditions of regulatory scrutiny.
She then joined USDA Rural Development as Lead Accounting in the Office of the CFO. That role added the financial management lens that most procurement professionals never acquire: how program dollars actually flow at the accounting level, where they leak, and what the auditable trail looks like from the inside.
She was promoted at USDA Rural Development into a combined senior role in Contracts Oversight and Program Management. In that capacity, she served on regulation revision and policy creation committees for RD Housing regulations, and contributed to the development of budget formulation and oversight policies and procedures. In short, she helped shape the very rules contractors now operate under.
Her final role before founding her practice was as Vice President of Contracts at MERS Goodwill, leading a team of contract professionals managing a complex book of government work. That role consolidated everything that came before: federal strategy, oversight, regulatory contribution, and the operational discipline required to run a senior contracting function at scale.
In 2026, she founded Servicing Compliance Partners. The mission is to bring that full cross-functional view to bear on a sector that needs operational compliance infrastructure more than any other corner of federal program execution.

Why I built this firm.
I’ve spent two decades at the intersection of complex regulatory systems and the operators trying to navigate them. From analytics at the VA, to contract management at DCMA, to financial and senior contracts roles at USDA Rural Development where I helped shape Housing regulations and oversight policies, to contracts leadership at MERS Goodwill. The through-line has always been the same: I’m drawn to problems that look tangled from the outside, and I have a real, abiding passion for cutting through complexity until the operational truth is visible.
Servicing Compliance Partners exists because the default servicing industry is full of contractors solving the wrong problems with the wrong tools. They know something is broken (chargebacks, audit findings, tort claims, deactivations) but they often can’t see clearly to the root cause. I built this firm to walk in, surface that truth, and lead the business through the structural changes that fix what’s actually broken.
Federal procurement isn’t a job I do. It’s a discipline I’ve lived. The Clarity Framework™ is the codified form of how I’ve learned to read these problems. I built it because helping operators solve hard problems is, genuinely, the work I love.
